Rookie of the Year is determined by several factors .... 1) Overall points within the division. 2) A consensus with several staff members - Race Director, Head Flagman; Competition Director, and Head Tech. Official. 3) Overall sportsmanship within the division.
You cannot be considered for Rookie Of the Year honors is you have competed in the specific division in previous racing seasons (at Honor Speedway or another track), or if you have dropped from a higher level division; for example, changing from a Stock or Hobby Stock division down to the Sport Compact division
